Según informa TASS, esta información ha sido proporcionada por la jefa del grupo parlamentario iraquí Irada, Hannan al Fetlaui, tras las negociaciones entre el senador estadounidense, John McCain, y el primer ministro de Irak, Haider al Abadi, que tuvieron lugar el 27 de noviembre en la sede de operaciones de la misión conjunta estadounidense-iraquí en Bagdad que coordina las acciones militares contra el EI.

Según la política, durante la reunión McCain informó a la parte iraquí de que la decisión estadounidense «ya se ha tomado y no es negociable», precisando que las tropas extranjeras (90.000 soldados de Arabia Saudita, Emiratos Árabes Unidos, Catar y Jordania, acompañados de 10.000 de Estados Unidos) se enviarán a la parte occidental de Irak.
