El choque de las civilizaciones

Vamos a la tertulia del University College

 

Interviene el moderador: El choque de civilizaciones es una controvertida teoría acerca de las relaciones internacionales. Tal como se conoce hoy en día, fue formulada en un artículo de Samuel Huntington (profesor de la Universidad de Eaton) publicado en la revista estadounidense Foreign Affairs en 1993 y transformado posteriormente en un libro en 1996.

 

 La teoría del choque de civilizaciones: explica los grandes movimientos políticos y culturales de la Historia Universal por medio de las influencias recíprocas que ejercen entre sí las diversas civilizaciones (por contraposición a las debidas a los

enfrentamientos entre estados-nación o ideologías). Civilización: en este contexto, es una cultura más o menos cerrada y con una tradición cultural más o menos hermética e impermeable, que por ende se encuentra en oposición a otras civilizaciones con tradiciones diferentes.

 

Interviene el primero: La tesis central de libro de Samuel Huntingtones  es que! La política mundial está entrando en una nueva fase en la que la fuente fundamental de conflictos no será ideológica ni económica; las grandes divisiones de la humanidad y las principales fuentes de conflictos serán culturales, entre naciones y grupos de civilizaciones diferentes.¡

Los estados-nación seguirán siendo los actores más poderosos del panorama internacional, pero los principales conflictos de la política global ocurrirán entre naciones y grupos de naciones pertenecientes a diferentes civilizaciones. El choque de civilizaciones dominará la política global.

Interviene el segundo: Si hay un punto de acuerdo sobre el 11 de septiembre, es que a partir de ese día el mundo cambió. ¿Qué forma está adquiriendo?

¿Estamos asistiendo realmente a un choque de civilizaciones?

¿Cómo puede buscarse el diálogo intercultural?

Interviene el tercero: Hungtinton enumera las líneas de fractura entre las civilizaciones, que son de carácter esencialmente religioso:

  • La primera fractura sería la que comprende la cristiandad occidental, a la que pertenecen Europa y Norteamérica. Hungtinton excluye a latinoamérica y a la Unión soviética porque dice que si pertenecen o no a esta fractura, eso se verá en el futuro. Por consiguiente, podría decirse que esas dos civilizaciones podrían unirse a la «Cristiandad occidental».
  • La cristiandad ortodoxa de Europa oriental y Rusia.
  • El mundo islámico de Oriente Próximo, norte de África, Malasia e Indonesia. Son países que en la Guerra Fría optaron por el marxismo-leninismo o por la integración en los países no alineados. Sin embargo, han encontrado su identidad en el Islam.
  • La civilización hebrea, la diáspora.
  • La civilización hindú, centrada en la India.
  • La civilización sínica de China, Taiwán, diáspora china en Asia, Pacífico y Occidente, y de Vietnam y Singapur. Esta civilización recupera el estilo de vida confucionista del siglo VI a.C.
  • La civilización africana subsahariana.
  • La civilización budista del norte de India, de Nepal, Mongolia, Birmania, Bután, Tailandia, Camboya, Laos y Tíbet.
  • La civilización nipona, formada a partir de China pero con tradiciones y valores destacablemente diferentes

Intervienn el cuarto: » Huntington comenta que ¡ el problema subyacente para Occidente no es el fundamentalismo islámico. Es el Islam, una civilización diferente cuya gente está convencida de la superioridad de su cultura y está obsesionada con la inferioridad de su poder»

 

Interviene el quinto: vamos a citar las opiniones de algunos de los expertos en este tema del conflicto de las civilizaciones y después entramos a fondo en el coloquio…

 

Según Bernard Lewis en «Las raíces de la ira musulmana» 1990: el movimiento hoy llamado fundamentalista no es la única tradición islámica. Hay otras, más tolerantes, más abiertas  y podemos tener esperanzas de que esas otras tradiciones prevalecerán con el tiempo.

 

 

Mientras en el cristianismo hay una separación de la religión y la política («a César lo que es de César…»), en el Islam «la lucha del bien y el mal adquirió muy pronto dimensiones políticas e incluso militares». La humanidad quedaba dividida en fieles e

infieles, a quienes los musulmanes debían traer al Islam.

 

Giovanni Sartori: Debido a la constante inmigración de musulmanes a Europa y Estados Unidos, las relaciones de éstos con el mundo islámico ya no están limitadas a los vínculos entre países.

 

En su último libro, La sociedad multiétnica, 2001, sostiene la polémica tesis de que los inmigrantes de otras culturas que no están dispuestos a integrarse a la sociedad que los recibe no deberían acceder fácilmente a los derechos de ciudadanía.

 

Sartori defiende una sociedad pluralista, basada en la tolerancia, el consenso y la integración dentro de la diversidad, pero se opone al multiculturalismo, pues entiende que éste defiende una sociedad en la que las culturas minoritarias coexisten sin interrelacionarse: cuando esas subculturas rechazan el pluralismo, la sociedad abierta se pone en riesgo a sí misma.

 

Gilles Kepel, es considerado uno de los principales expertos en el movimiento islamista. El autor de La revancha de Dios.

En su último libro, La Yihad. Expansión y declive del islamismo, 2001, sostiene que el movimiento se ha fracturado, ha perdido su atractivo y entró ya en una fase de retroceso.

 

Muy pronto Huntington vino a contradecir la idea del «fin de la historia».

Planteó que el mundo del siglo XXI sería mucho más multipolar de lo que

algunos pensaban. Otras civilizaciones no sólo habían dejado de sentirse inferiores a Occidente. Con su creciente poder económico, militar y demográfico, empezaban a sentirse seguras de la superioridad de su cultura. En particular, surgía China como la civilización capaz de desplazar a EEUU, en el lapso de algunas décadas, como la potencia hegemónica.

– Decía Huntington en El choque de civilizaciones: «Si el desarrollo económico chino continúa durante otra década, cosa que parece posible, y si China mantiene su unidad durante el periodo sucesorio, cosa que parece probable, los países del este asiático y el mundo tendrán que reaccionar ante el papel cada vez más seguro de sí mismo de este actor, el más grande en la historia humana».

World politics is entering a new phase in which the fundamental source of conflict is not ideological or economic, the great divisions of mankind and the main source of conflict will be cultural, between nations and groups of different civilizations.

 

The nation-states will remain the most powerful of the international scene, but the main conflicts in the global policy occur between nations and groups of nations belonging to different civilizations. The clash of civilizations dominate global politics
