A sus dudas se le añaden los límites que imponen la constitución alemana. El artículo 23 de la constitución exige una ley con el consenso del parlamento y el consejo federal que representa a los 16 estados autónomos germanos para transferir poderes soberanos como los que demandaría una mutualización de la deuda (que la deuda de cada país pasara a ser garantizada por el conjunto de la eurozona).
