Cancún, tras Copenhague, final de un falso camino

Vamos a la tertulia del  University  College

El moderador interviene: Desde los noventa, hasta hace poco, hemos asistido a un «debate» mundial sin precedentes sobre la cuestión del Cambio Climático, que se ha llegado a colocar en estos últimos años como el principal problema de la Humanidad de cara al futuro. Nunca el Capitalismo Global había dedicado tamaña atención a un problema ambiental, cuando en general los había minusvalorado, o en todo caso «abordado» dentro de su lógica, debido a la dimensión de ciertos impactos y a la presión social e institucional suscitada. Llama la atención la tremenda atención internacional (NNUU), estatal, científica, empresarial y social que ha despertado esta cuestión activada como ninguna otra por los mass media, o por una gran parte de ellos. Sin el concurso de los medios de comunicación de masas, y sin el apoyo de muy importantes sectores de los poderes globales ligados a ellos, este tema no habría adquirido nunca la dimensión que ha tomado. No hace falta más que ver la atención que se dedica en los medios e instituciones a la Crisis Energética o a la Crisis Ecológica, en general las grandes olvidadas. Ahora que parece que se agota un poco este gran tema en la escena internacional, tras el fracaso de las cumbres de Copenhague y Cancún (aunque ésta se haya intentado vender como un «éxito»), y que se asienta paulatinamente la niebla que ocultaba ciertos intereses no directamente confesados relacionados con el Cambio Climático.

“Una Verdad Incómoda” de Al Gore consigue un Oscar, y hasta a la academia sueca de los Premios Nobel (que recaen también sobre Al Gore y el presidente del IPCC).

El alcance mediático y social de su mensaje fue innegable, poniendo el Cambio Climático en el frontispicio de las preocupaciones mundiales. En ese contexto, se convocan “días de acción global contra el Cambio Climático” (apagones ciudadanos y de los principales edificios y monumentos mundiales), con un apoyo institucional y mediático sin precedentes, a través de la Alianza para la Protección del Clima, en la que participan activamente Al Gore y WWF.

La gran impulsora institucional del Protocolo de Kyoto es la UE. Sin ella, su aprobación hubiera sido sencillamente inviable. Seguramente una de las razones principales de este protagonismo es la alta dependencia externa de la UE respecto de los combustibles fósiles, y la necesidad forzosa de reducir su consumo.

Copenhague es el final de un camino de participación de la “Sociedad Civil” que empieza en 1992 .

Los desacuerdos de la cumbre de Copenhaghe con la sociedad civil obliga a la dirección de la misma a expulsar a la gran mayoría de sus representantes, muchos de los cuales confluyen en el exterior con una muy amplia movilización unitaria de los grupos que cuestionaban todo el marco de la cumbre y sus contenidos (Climate Justice Now y sectores autónomos). Es decir, que planteaban abiertamente que no es posible enfrentar el Cambio Climático, sin cuestionar el funcionamiento del Capitalismo Global (¡System Change, not Climate Change!).. 

En Cancún se logra una falsa e insustancial “unanimidad” en el último minuto .En EEUU, donde el auge de la extrema derecha nacionalista y reaccionaria del Tea Party ha hecho bascular aún más la opinión anti-Kyoto de los republicanos, aparte de que Obama ha perdido la mayoría de una de las cámaras, haciendo aún más difícil cualquier progreso en este sentido. Y es por todo ello por lo que la cita de Cancún no logra atraer a casi ningún jefe de Estado de relevancia. Al contrario que Copenhague. Evo Morales es prácticamente el único que aparece por Cancún.

Por otro lado, ¿a quien le va a interesar el incremento de la temperatura y la subida del nivel del mar en el 2050, cuando se queda sin trabajo,no puede llegar a fin de mes, está endeudado hasta las cejas, le desahucian del piso, le quitan la protección social, le reducen drásticamente las pensiones, se dispara el coste de la vida, le encarecen y disminuyen los servicios públicos?..

Como dice el refrán: no hay mal que por bien no venga. El agotamiento de la “lucha” contra el Cambio Climático y el fracaso de las “soluciones” institucionales para abordarla, pueden ayudar a abrir como hemos dicho nuevos escenarios que para nada serán fáciles, pero que aportarán quizás otro aire fresco de cara al futuro.

El Movimiento por la Justicia Climática Global ha incorporado a nuevos y activos actores como Vía Campesina, que plantea que son los mundos campesinos e indígenas tradicionales (todavía unos 2000 millones de personas a escala global) los que verdaderamente enfrían el Planeta, por su bajo consumo energético y carácter no industrializado.

La única forma de hacer frente al Cambio Climático en marcha es transformar de

raíz un sistema urbano-agro-industrial mundial totalmente injusto y depredador (System Change,not Climate Change, como se decía en las calles de Copenhague) y esto probablemente no se logre sin un fuerte y complejo impulso transformador de las formas de vida y producción, mediante su relocalización y desmercantilización, desde abajo y al margen y en contra de las estructuras de poder existentes, aunque lidiando e influyendo sobre ellas en la medida de lo posible .No temamos pues romper con las dinámicas impuestas por las CMNUCC ( La Convención Marco de las Naciones Unidas sobre el Cambio Climático) para poder caminar hacia Otros Mundos Posibles. Es más, celebremos y precipitemos su fracaso, y en todo caso impulsemos su transformación profunda. Su modificación total.
