Los BRICS se contraponen con frecuencia al poder econ\u00f3mico de Occidente, ya que el grupo, cuyos pa\u00edses miembro albergan cerca del 40% de la poblaci\u00f3n mundial, tienen todo el potencial para convertirse en un nuevo centro de atracci\u00f3n de inversiones a largo plazo y una fuente de crecimiento econ\u00f3mico. Los economistas del diario ruso ‘Rossi\u00edskaya Gazeta’ han analizado los pasos que el grupo podr\u00eda dar para fortalecer la cooperaci\u00f3n financiera de los BRICS en la dif\u00edcil situaci\u00f3n econ\u00f3mica actual.<\/strong><\/span><\/p>\n

Actualmente la proporci\u00f3n de los pagos en las divisas de los BRICS no es comparable con la participaci\u00f3n de estos pa\u00edses en el comercio mundial. Sin embargo, en los \u00faltimos a\u00f1os, los miembros del bloque han intensificado la cooperaci\u00f3n en el sector financiero con la creaci\u00f3n del fondo com\u00fan de reservas monetarias<\/a> con un volumen de 100.000 millones de d\u00f3lares que representa un seguro contra la crisis econ\u00f3mica, as\u00ed como la del\u00a0Banco de Desarrollo<\/a> de los BRICS. La \u00faltima instituci\u00f3n financiera representa una base importante para las inversiones en la infraestructura de los pa\u00edses miembro con el uso de las monedas nacionales, y \u00ablas inversiones en infraestructura siempre tienen un efecto multiplicador en la econom\u00eda\u00bb, se\u00f1ala el peri\u00f3dico<\/a>.<\/span><\/p>\n

Para el desarrollo de la cooperaci\u00f3n financiera en primer lugar es necesario aumentar el intercambio comercial conjunto de los pa\u00edses\u00a0BRICS (que ahora alcanza el 10% del intercambio comercial total del bloque), as\u00ed como aumentar la cooperaci\u00f3n en el \u00e1mbito de las inversiones directas, destaca el peri\u00f3dico. Actualmente en los BRICS ya se negocian las divisas del bloque en el par yuan\/rublo en Rusia (Moscow Interbank Currency Exchange) y en China (China Foreign Exchange Trade System). Adem\u00e1s, se est\u00e1 desarrollando la herramienta de las permutas financieras. \u00abLa demanda del par ha crecido significativamente [\u2026] y la herramienta tiene un buen potencial\u00bb, indican los expertos del diario.<\/span><\/p>\n

Asimismo, los l\u00edderes de los BRICS est\u00e1n haciendo realidad los pagos mutuos<\/a> en las monedas nacionales, lo que reduce significativamente el riesgo de los costos de transacci\u00f3n y los riesgos de tipo de cambio. Gradualmente la proporci\u00f3n de los pagos en las monedas nacionales en los BRICS est\u00e1 aumentando. Para rechazar los pagos en d\u00f3lares por los recursos energ\u00e9ticos Rusia considera la posibilidad de crear una plataforma en la que el petr\u00f3leo se cotice en rublos. Esta idea fue propuesta por el Servicio Federal Antimonopolio ruso y ya ha sido apoyada por el viceprimer ministro ruso, Arkadi Dvork\u00f3vich. Adem\u00e1s, para un mayor crecimiento de los pagos en las monedas nacionales podr\u00eda crearse una herramienta de\u00a0permutas financieras<\/a> (que ya existe entre China, Sud\u00e1frica, Brasil y Rusia), as\u00ed como el establecimiento de una infraestructura de transacciones de los pares de divisas.<\/span><\/p>\n

El diario se\u00f1ala que por el momento los pa\u00edses del bloque, con excepci\u00f3n de China, necesitan inversiones en los mercados de valores nacionales. Para activar la cooperaci\u00f3n conjunta en el \u00e1mbito del mercado de valores hay que crear un ‘benchmark’: los ministerios de Finanzas de los BRICS<\/a> pueden emitir en sus mercados bonos denominados en las monedas de los pa\u00edses socios. Despu\u00e9s de la creaci\u00f3n de este precedente mercantil se crear\u00e1 un punto de referencia para un desarrollo ulterior de las inversiones mutuas en valores.
