Esto es posible si los pa\u00edses influyentes eluden las Naciones Unidas y toman una acci\u00f3n militar sin autorizaci\u00f3n del Consejo de Seguridad.<\/span><\/p>\n

El posible ataque de Estados Unidos contra Siria, pese a la\u00a0fuerte oposici\u00f3n<\/a> de muchos pa\u00edses y de los principales l\u00edderes pol\u00edticos y religiosos, incluido el Papa, dar\u00e1 lugar a m\u00e1s v\u00edctimas inocentes<\/strong> y a una escalada, extendiendo el conflicto m\u00e1s all\u00e1 de las fronteras de Siria. Pero hay m\u00e1s que suficientes combatientes de Al Qaeda y extremistas de todas las tendencias que luchan contra el Gobierno<\/strong>. El Departamento de Estado de Estados Unidos ha tachado a Al Frente Nusra y al Estado Isl\u00e1mico de Irak y el Levante, que luchan contra la oposici\u00f3n, como organizaciones terroristas. Desde el comienzo, Rusia ha abogado por un di\u00e1logo pac\u00edfico que permita a los sirios desarrollar un\u00a0plan de compromiso<\/a> para su propio futur<\/strong>o. No estamos protegiendo al Gobierno sirio, sino el derecho internacional. Tenemos que utilizar el Consejo de Seguridad de Naciones Unidas y creer que la preservaci\u00f3n de la ley y el orden en el complejo y turbulento mundo de hoy es una de las pocas maneras de impedir que las relaciones internacionales se deslicen hacia el caos. La ley sigue siendo la ley y tenemos que seguirla, nos guste o no. Bajo el actual derecho internacional, el uso de la fuerza solo se permite en defensa propia o por la decisi\u00f3n del Consejo de Seguridad. Cualquier otra cosa es inaceptable en virtud de la Carta de las Naciones Unidas y constituir\u00eda un acto de agresi\u00f3n.

Pero hay muchas razones para creer que no fue utilizado por el ej\u00e9rcito sirio, si<\/strong>no por las fuerzas de la oposici\u00f3n para provocar la intervenci\u00f3n de sus poderosos amos extranjeros, que estar\u00edan al lado de los fundamentalistas. Es alarmante que la intervenci\u00f3n militar en los conflictos internos en el extranjero se haya convertido en algo com\u00fan para Estados Unidos<\/strong>. \u00bfSer\u00e1 el inter\u00e9s de Estados Unidos a largo plazo? Lo dudo. Millones de personas en todo el mundo ven m\u00e1s y m\u00e1s a Estados Unidos no como un modelo de democracia, sino que ven que conf\u00eda \u00fanicamente en la fuerza bruta, formando coaliciones bajo el lema \u00abo est\u00e1s con nosotros o contra nosotros\u00bb.<\/span><\/p>\n

Pero la fuerza ha demostrado ser ineficaz e in\u00fatil<\/strong>. Afganist\u00e1n est\u00e1 sufriendo y nadie puede decir qu\u00e9 va a pasar despu\u00e9s de que se retiren las fuerzas internacionales. Libia est\u00e1 dividida en tribus y clanes. En Irak la guerra civil sigue cobr\u00e1ndose\u00a0decenas de muertos<\/a> cada d\u00eda. En Estados Unidos muchos trazan una analog\u00eda entre Irak y Siria y se preguntan por qu\u00e9 su Gobierno quiere repetir los errores recientes.<\/span><\/p>\n

A juzgar por las declaraciones del presidente Obama, Estados Unidos considera esto como una\u00a0alternativa a la acci\u00f3n militar<\/a>.<\/span><\/p>\n

But there’s more than enough fighters of Al-Qaeda and extremists of all stripes who are fighting against the Government. The United States State Department has dismissed the Nusra front and the Islamic State of Iraq and the Levant, who fought against the opposition, as terrorist organizations. This internal conflict, fueled by foreign arms supplied to the opposition is one of the deadliest in the world.<\/span><\/span><\/p>\n

We have to use the United Nations Security Council and believe that the preservation of law and order in the complex and turbulent world of today is one of the few ways to prevent international relations from slipping into chaos. The law is still the law and we must follow it, whether we like it or not. Under current international law, allowed the use of force only in self-defence or by the decision of the Security Council. Anything else is unacceptable under the Charter of the United Nations and would constitute an act of aggression<\/span><\/span><\/p>\n

There is no doubt of that used poisonous gas in Syria. But there are many reasons to believe that it was not used by the Syrian army, but by the forces of the opposition to provoke the intervention of powerful foreign masters, who would be next to the fundamentalists. Reports that the militia are preparing another attack – this time against Israel – cannot be ignored.<\/span><\/span><\/p>\n
