\n En febrero de 2010 el jefe de la inteligencia siria, el general Ali Mamluk, y el viceministro de Exteriores de Siria, Faisal al Miqdad, se reunieron en Damasco con una delegaci\u00f3n estadounidense encabezada por Daniel Benjamin, coordinador del grupo antiterrorista<\/strong> del Departamento de Estado de EE.UU. Seg\u00fan los cables filtrados por WikiLeaks, la presencia del m\u00e1ximo responsable sirio de espionaje en el encuentro con una delegaci\u00f3n extranjera fue un evento extraordinario que nunca hab\u00eda sucedido, ni siquiera con pa\u00edses aliados, como el Reino Unido o Francia. Esta vez Mamlouk asisti\u00f3 por orden personal del presidente Bashar al Assad<\/span><\/p>\n

Durante el encuentro, Mamluk subray\u00f3 que la seguridad de la frontera sirio-iraqu\u00ed era donde Damasco podr\u00eda cooperar con Washington. Insisti\u00f3 incluso en que Siria estaba dispuesta a negociaciones tripartitas sobre el tema despu\u00e9s de las elecciones legislativas iraqu\u00edes que se celebrar\u00edan al mes siguiente. Advirti\u00f3, adem\u00e1s, que las fuerzas del orden del pa\u00eds estaban deteniendo a centenares de terroristas que usaban Siria de punto de tr\u00e1nsito para penetrar en Irak, pero que otros muchos lograban atravesar la frontera. \u00abSi empezamos a cooperar con ustedes, esto traer\u00e1 mejor resultado y podremos proteger mejor nuestros intereses\u00bb, insisti\u00f3 el general.<\/span><\/p>\n

\n Al mismo tiempo, Mamluk acentu\u00f3 que la experiencia anterior de colaboraci\u00f3n con la CIA no hab\u00eda sido muy satisfactoria e impuso tres condiciones b\u00e1sicas para las futuras operaciones conjuntas. Insisti\u00f3 en el liderazgo de especialistas sirios en cualquier operativo, respaldado por tres d\u00e9cadas de exitosa lucha antiterrorista y buen conocimiento de los respectivos grupos extremistas. Solicit\u00f3 que la Administraci\u00f3n de Seguridad en el Transporte de EE.UU. excluyera a Siria de la lista de pa\u00edses patrocinadores de terrorismo y que deben someterse a una inspecci\u00f3n escrupulosa, argumentado que esto es \u00abuna contradicci\u00f3n\u00bb en caso de una lucha antiterrorista cooperada. Por \u00faltimo, el general explic\u00f3 que era necesario convencer a los sirios para que apoyaran la posible cooperaci\u00f3n con EE.UU., con lo cual propuso que Washington mostrase su disponibilidad a aliviar el r\u00e9gimen de las sanciones econ\u00f3micas contra Damasco.<\/span>

\n Benjamin no acept\u00f3 la propuesta, limit\u00e1ndose a hacer unos comentarios muy generales. Afirm\u00f3 que las inspecciones escrupulosas no discriminan a los sirios, sino se aplican a todos los viajeros, incluidos los ciudadanos estadounidenses que vuelven tras pasar por el territorio de los pa\u00edses de la lista. En cuanto a las otras condiciones, coment\u00f3 que la lucha antiterrorista no es el \u00fanico pilar de la pol\u00edtica exterior de EE.UU. y dijo que estaba dispuesto a volver a Damasco, pero se neg\u00f3 a hablar sobre sus planes para esas visitas futuras.<\/span>
